Requires state and local law enforcement to provide victims copies of incident report face sheets, incident reports, photographs of injuries or property damage, and 911 recordings without charging a fee.

Applies to crimes involving domestic violence, sexual assault, stalking, human trafficking, or abuse of elders or dependent adults.

Incident report face sheets must be provided within 48 hours of request (or 5 working days for good cause), while incident reports and related materials must be provided within 5 working days (or 10 working days for good cause).

Extends the time limit for requesting these documents from 2 years to 5 years for victims of sexual assault, stalking, human trafficking, or elder/dependent adult abuse.

Defines "victim representatives" including spouses, adult children, domestic partners, parents, guardians, attorneys, and conservators of victims.
