Repeals Section 44807.5 of the Education Code, which previously authorized school districts to restrict recess as a disciplinary measure.

Requires schools to provide at least 30 minutes of recess on regular instructional days and at least 15 minutes on early release days, beginning with the 2024–25 school year.

Prohibits school staff from denying a pupil's recess unless the pupil's participation poses an immediate threat to physical safety of the pupil or peers.

Mandates recess be held outdoors when weather and air quality permit, and requires compliance with individualized education programs and Section 504 plans.

Encourages school staff to use alternative corrective measures instead of denying recess when resolving safety threats.
