Requires only a majority of proponents (instead of all proponents) to file written notice to withdraw a statewide initiative or referendum measure after the petition has been filed with the elections official.

Allows proponents to file a contingent withdrawal notice that becomes effective only if a specified legislative measure is enacted and given a chapter number before the Secretary of State certifies the initiative or referendum has qualified for the ballot.

Invalidates a contingent withdrawal if the identified legislative measure is not enacted before ballot certification or if the legislative measure is amended after the withdrawal notice is filed.

Permits proponents to file a new contingent withdrawal or cancel an existing contingent withdrawal at any time before the legislative measure is enacted and given a chapter number.

Maintains the requirement that a majority of proponents sign any withdrawal or contingent withdrawal notices, with withdrawal deadlines at 5 p.m. on the day the Secretary of State certifies ballot qualification.
