Requires the Secretary of State and Department of Motor Vehicles to develop a process for checking the statewide voter registration database to determine if a driver's license applicant is already registered or preregistered to vote.

Mandates the DMV transmit applicant information to the Secretary of State to register, preregister, or update voter registration based on the database check results, with transmission deadlines of 10 days or 5 days before elections.

Prohibits the DMV from offering voter eligibility attestation to applicants who provide documentation demonstrating they are not U.S. citizens, and prevents transmission of their information to the Secretary of State.

Authorizes the Secretary of State to establish regulations for a preapproved voter registration list if sufficient technology infrastructure and funding exist, allowing eligible individuals to activate registration at a later date.

Becomes operative on January 1, 2030, or 5 days after the Secretary of State and DMV certify the necessary information technology infrastructure is functional, with administrative preparation permitted beginning January 1, 2025.
