Increases the monetary threshold for Monterey-Salinas Transit District contracts from $100,000 to $150,000 requiring award to the lowest responsible bidder or best value bidder.

Raises the threshold for obtaining minimum three quotations from $2,500-$100,000 to $5,000-$150,000 for purchases of supplies, equipment, and materials.

Temporarily extends these monetary thresholds to service contracts (excluding public construction and certain professional services) until January 1, 2030, when the service contract provisions expire.

Excludes from the service contract rules: public construction projects, architectural, landscape architectural, engineering, environmental, land surveying, and construction project management services.

Establishes that if the Commission on State Mandates determines costs are state-mandated, reimbursement shall be made pursuant to existing statutory procedures.
