Requires the State Energy Resources Conservation and Development Commission to submit annual reports by September 1, 2024, and thereafter until all $112,000,000 appropriated in the Budget Act of 2022 for the Equitable Building Decarbonization Program is expended, detailing direct install program progress including number of residents served, project types, greenhouse gas emission reductions, and expenditure distribution by county and region.

Requires the Office of Planning and Research and Natural Resources Agency to update the Extreme Heat Action Plan by July 1, 2026, and every three years thereafter, including reviews of state agency actions, budget allocations, program gaps, and recommendations to protect vulnerable populations from extreme heat impacts.

Mandates posting of the Extreme Heat Action Plan and updates on the Office of Planning and Research and Natural Resources Agency websites and providing them to relevant legislative committees.

The reporting requirement for the Equitable Building Decarbonization Program becomes inoperative and is repealed once all appropriated moneys are expended and the commission notifies the Secretary of State.
