Requires the State Air Resources Board to develop regulations ensuring California achieves carbon dioxide removals equivalent to at least 100% of statewide greenhouse gas emissions by 2045 and thereafter to achieve net zero and net negative emissions goals.

Mandates the state board establish separate interim targets for greenhouse gas emissions reductions and carbon dioxide removals by 2030, with carbon dioxide removal target set at least 1% of projected total greenhouse gas emissions for calendar year 2030.

Specifies that only carbon dioxide removal processes meeting strict criteria may be counted toward net zero goals, including requirements that removals be from the atmosphere (not just emission avoidance), quantifiable and verifiable, not used for enhanced oil recovery, and use long-term carbon storage.

Requires meaningful community engagement and community benefits agreements before approving industrial carbon dioxide removal facilities, with state board authority to revoke approval if commitments are violated.

Extends deadline for State Air Resources Board to adopt Carbon Capture, Removal, Utilization, and Storage Program regulations to July 1, 2027, and indefinitely authorizes adoption of protocols for carbon dioxide utilization and storage methods.
