Prohibits sitting, lying, sleeping, or storing personal property on streets, sidewalks, or public rights-of-way within 1000 feet of schools, daycare centers, parks, or libraries.

Classifies violations as public nuisances that can be enjoined and abated by district attorneys, county counsel, or city attorneys.

Allows prosecutors to charge violations as either a misdemeanor or infraction at their discretion.

Requires peace officers to provide written notice in the person's language at least 72 hours before enforcement action begins.

Requires authorities to inform violators of alternative locations for sleeping, homeless services, mental health services, and shelters before pursuing abatement.
