Expands the definition of "burn boss" to include persons qualified through the National Wildfire Coordinating Group and limits tribal approval requirements to California Native American tribes specifically.

Exempts cultural burns conducted by cultural fire practitioners from requirements to have a burn boss review and approve a written prescription and to comply with that prescription.

Authorizes the Secretary of the Natural Resources Agency to enter written agreements with federally recognized California Native American tribes that may waive state permitting or burn plan requirements for cultural burning in their ancestral territories.

Allows local air districts to enter written agreements with federally recognized California Native American tribes that may waive local permitting and regulatory requirements for cultural burning, with disputes resolved by the Secretary for Environmental Protection.

Provides that immunity from fire suppression costs does not apply to persons whose conduct constitutes gross negligence; this article expires January 1, 2030.
