CA SB314

Establishes a Citizens Redistricting Commission in Sacramento County consisting of 14 members and 2 non-voting alternates to adjust supervisorial district boundaries following each decennial federal census.

Commission members must be county residents registered with the same party for 5+ years, have voted in at least one of the last three statewide elections, and cannot have worked in politics or lobbying within the past 10 years.

Requires commission to conduct at least 7 public hearings over 30+ days before drawing maps and at least 2 hearings over 30+ days after drafting maps, with live translation available upon request.

Prohibits commission members from communicating about redistricting matters outside public meetings except with other commissioners, staff, legal counsel, or retained consultants.

Commission members are ineligible to hold elective office for 5 years or appointive office for 3 years after appointment; allows Sacramento County to use alternative redistricting procedures if AB 1248 takes effect before January 1, 2024.
