Reinstates penalties for individuals with three or more prior convictions for petty theft, shoplifting, grand theft, auto theft, burglary, carjacking, robbery, or felony receiving stolen property who are subsequently convicted of petty theft or shoplifting, allowing imprisonment up to one year in county jail or state prison.

Applies enhanced penalties to individuals required to register as sex offenders or with prior violent or serious felony convictions who commit petty theft or shoplifting.

Makes shoplifting subject to the same penalty provisions as petty theft under Sections 490.2 and 666, incorporating prior conviction enhancements.

Requires the Secretary of State to submit the bill's amendments to Proposition 47 to voters for approval at the November 5, 2024, statewide general election; the amendments become effective only upon voter approval.
