Establishes the 2-1-1 Support Services Grant Program within the State Department of Social Services upon appropriation of funds to stabilize and expand 2-1-1 information and referral services statewide.

Requires 85% of grant funds to support core 2-1-1 activities including call center staffing, data management systems, resource integration with 988 services, and education/outreach.

Allocates 15% of funds to create a Statewide Innovation Program for network coordination, data analytics, digital services (including SMS texting), and expansion of 2-1-1 services in 17 rural counties including Alpine, Amador, Calaveras, Inyo, Modoc, and Trinity counties.

Requires grant recipients to adhere to Alliance of Information and Referral Systems (AIRS) standards and submit annual reports detailing activities, individuals served, budget, wait times, capacity, and collaboration effectiveness.

Mandates that grant funds supplement, not replace, existing county, city, or private philanthropic funding for 2-1-1 services.
