Establishes the Local Public Library Partnership Program under the State Librarian to ensure all pupils have access to a local public library by 3rd grade.

Requires the State Librarian to offer resources to libraries for student success card distribution strategies and coordinate with libraries and local educational agencies to issue student success cards to all 3rd graders by January 1, 2026.

Defines "student success card" as a library card providing access to collections supporting school curriculum, online tutoring, and digital content from the California State Library's K–12 Online Resources Project.

Requires the State Librarian to report to the Legislature by January 1, 2029 and annually thereafter on the number of 3rd graders issued cards, new summer readers, and measurable increases in library resource usage.

Allows local educational agencies to share directory information with the State Librarian for administering the program and permits libraries to issue cards to pupils in kindergarten through 12th grade.
