Requires comprehensive school safety plans to include disaster procedures with adaptations for pupils with disabilities in accordance with the Americans with Disabilities Act (ADA), the Individuals with Disabilities Education Act (IDEA), and Section 504 of the Rehabilitation Act of 1973.

Mandates annual evaluation of school safety plans to ensure they include appropriate disability adaptations, and allows school employees, parents, guardians, educational rights holders, and pupils to raise concerns about individual pupils' ability to access disaster safety procedures to the school principal.

Requires school principals to direct schoolsite councils, school safety planning committees, or charter schools to make appropriate modifications to safety plans if concerns about disability access have merit, either during annual evaluations or before them.

Protects privacy of pupil information by requiring all deliberations related to individual pupils with disabilities to comply with applicable state and federal privacy laws.

Establishes that the bill constitutes a state-mandated local program, with reimbursement to local agencies and school districts to be made pursuant to Government Code Part 7.
