Prohibits courts from ordering family reunification treatments, programs, or services (camps, workshops, therapeutic vacations) that require no-contact orders, overnight/out-of-state stays, custody transfers, or use of private youth transporters employing force or coercion.

Requires the Judicial Council to establish training programs for judicial officers, referees, commissioners, and court-employed personnel who handle domestic violence or child custody matters, including instruction on child sexual abuse, physical abuse, emotional abuse, and coercive control.

Mandates training programs include a domestic violence session in orientation for newly appointed judges, annual domestic violence training sessions, and periodic updates covering trauma, implicit bias, victim-perpetrator dynamics, and the detriment to children of residing with domestic violence perpetrators.

Requires the Judicial Council to submit annual reports beginning January 1, 2025, to the Legislature detailing the titles of training courses offered and the number of judicial officers attending each training.

Effective October 13, 2023.
