Establishes the California SOAR Guaranteed Income Program that provides $1,000 monthly payments to homeless grade 12 students from May 1, 2025 to August 1, 2025 (4 months total), subject to legislative appropriation.

Requires local educational agency liaisons in participating counties to provide eligible homeless students with program information and enrollment forms during routine communications under the McKinney-Vento Homeless Assistance Act.

Excludes SOAR program awards from gross income for state personal income tax purposes for taxable years 2025-2029 and exempts awards from being considered earned income for California Earned Income Tax Credit, young child tax credit, and foster youth tax credit eligibility.

Prohibits SOAR program awards from being counted as income or resources for determining eligibility or benefit amounts under any state or local means-tested program, including CalWORKs, CalFresh, and Medi-Cal, contingent on obtaining necessary federal waivers and maintaining federal financial participation.

Requires evaluation of program outcomes related to college enrollment, workforce training, economic security, and housing security, with results reported to the Legislature by March 1, 2026; program and related provisions sunset January 1, 2028.
