Requires state agencies administering grant programs to reimburse grantees' indirect costs at one of three specified rates: the grantee's federally-negotiated indirect cost rate agreement, the de minimis rate under federal regulations, or an existing state rate (or proposed rate if none exists).

Allows grant applicants to opt into indirect cost reimbursement at any of the three specified rates if selected as a grantee, provided they disclose their requested rate in the grant application.

Permits establishment of multiple indirect cost pools that must be distributed to benefited cost objectives on an equitable basis considering relative benefits derived.

Applies to all state agency grant programs regardless of funding source (state funds, federal funds, or combination thereof), unless prohibited by other state or federal law.

Defines indirect costs as expenses incurred for common or joint purposes benefiting multiple objectives that cannot be readily assigned without disproportionate effort.
