Requires the County of Orange and its cities to cure or correct alleged violations of surplus land disposal laws within 60 days of notification by the Department of Housing and Community Development.

Prohibits jurisdictions from disposing of surplus land parcels until the department determines compliance with existing law or deems the violation not to be a violation if the 60-day cure period expires without correction.

Allows local agencies to submit a statement describing corrective actions within 60 days, requiring the department to review and respond with determinations within 30 days of receipt.

Sunsets on January 1, 2030 and is repealed as of that date.

Identifies surplus land disposal oversight in Orange County as a unique circumstance warranting special statute rather than general application.
