Authorizes Medi-Cal providers to obtain eyeglasses from private entities as an alternative to purchasing from the Prison Industry Authority for covered optometric services.

Allows providers participating in Medi-Cal to choose eyeglasses sources based on their assessment of quality and value, rather than being required to purchase exclusively from the Prison Industry Authority.

Implementation of the private entity option is conditioned on the availability of federal financial participation under the Medicaid program.

Creates an exception to existing law that requires state agencies to make maximum utilization of Prison Industry Authority products and services.
