CA SB341

Specifies that only the qualifying infill area portion of the Infill Infrastructure Grant Program of 2019 must receive additional points or preference for prohousing jurisdictions, with catalytic qualifying infill areas added as a separate eligible program category.

Expands the list of state programs awarding additional points or preference to prohousing jurisdictions to include the qualifying infill area and catalytic qualifying infill area portions of the Infill Infrastructure Grant Program of 2019.

Adds "adaptive reuse" definition to Government Code Section 65589.9 and includes facilitation of commercial-to-residential conversion and adaptive reuse ordinances as examples of prohousing local policies.

Provides conditional operative clauses allowing SB 341 to incorporate amendments proposed by AB 529 (Section 65589.9) and AB 1764 (Section 53559) if all bills are enacted and SB 341 is enacted last.

Makes technical amendments to the Infill Infrastructure Grant Program of 2019 regarding application processes, ranking criteria, and reporting requirements for capital improvement project grants.
