Requires local child support agencies to calculate child support based on actual income, earning capacity, or a combination thereof effective January 1, 2026, with specific procedural requirements for determining earning capacity when income is unknown.

Changes default judgment procedures effective January 1, 2026 to require a motion hearing when child support is based on earning capacity, allowing defendants to present evidence before judgment entry.
