Prohibits the department from imposing fines or other penalties solely based on a pathologist's failure to comply with cancer reporting requirements.

Permits sharing of cancer registry data collected for research if researchers participate in data sharing with federal data repositories or other approved researchers, provided the disclosed data contains no individually identifiable information that could identify individuals.

Clarifies that only researchers with a valid scientific interest in the information must meet additional conditions (IRB approval and confidentiality documentation) prior to receiving confidential information disclosures.
