Expands beverage container recycling requirements starting January 1, 2024 to include any size containers of 100% fruit juice and vegetable juice, which were previously exempt if larger than specified sizes.

Redefines "beverage manufacturer" for beer, wine, and distilled spirits to mean the person holding the Department of Alcoholic Beverage Control license, regardless of whether they contract with a third party to fill containers.

Exempts containers of 46+ ounces of 100% fruit juice and 16+ ounces of vegetable juice from postconsumer recycled plastic content requirements until January 1, 2026, and provides labeling exemptions until July 1, 2024 for newly covered beverages.

Authorizes the Department of Resources Recycling and Recovery to adjust processing payments quarterly based on the lower of 12-month or 3-month average scrap value and establishes a $60 per ton transportation payment for glass containers at rural recycling centers until January 1, 2030.

Exempts wine, beer, and distilled spirits tasting rooms from redemption payment requirements for containers used solely for on-site pouring and expands the tasting room exemption to include beer tasting rooms.
