Commission on Teacher Credentialing must revise administrative services credential standards by June 30, 2025 to include preparation for inclusive education, universal design for learning (UDL), multi-tiered systems of supports, and overview of federal disability laws including the ADA, Section 504, and IDEA.

Administrator preparation programs must ensure faculty are trained in inclusive practices, UDL, co-teaching, multi-tiered systems of supports, and the history of disability and justice, with encouragement to work directly with local educational agencies implementing model inclusion practices.

State Department of Education must develop and disseminate joint guidance by March 31, 2027 on staffing inclusive classrooms, case management, related services delivery, and recommendations for removing statutory barriers to inclusion.

Department must submit a report to Legislature by March 31, 2026 recommending statutory or regulatory changes needed to eliminate barriers to staffing inclusive placements.

For deaf, hard of hearing, blind, visually impaired, or deaf-blind children, inclusive practices must ensure placement in settings providing full access to language and specialized services, with input from deaf and blind communities through community advisory committees.
