Requires the Department of Motor Vehicles to collaborate with state agencies including the Department of Tax and Fee Administration, Environmental Protection Agency, and State Air Resources Board to review and coordinate enforcement activity related to unlicensed and unregulated automobile dismantling.

Requires a report to the Legislature by January 1, 2024, containing data on unlicensed dismantler investigations, enforcement actions, catalytic converter theft cases, public nuisance determinations, and compliance progress.

Report must include recommendations for additional compliance strategies, statutory or regulatory gaps, and modifications to coordinated enforcement activities.

Requires an updated report to the Legislature by January 1, 2027, with new data and analysis on the same topics.

Extends the operation of these provisions indefinitely, removing the previous January 1, 2028, repeal date.
