Requires State Department of Health Care Services to develop a real-time, internet-based database by January 1, 2026, tracking bed availability across specified mental health and substance use disorder treatment facilities.

Database must include minimum information such as facility contact details, license type, treatment types offered, bed availability, target populations served, and payment methods accepted.

Authorizes the department to impose plans of correction and civil penalties of $100 per day against facilities that fail to submit accurate, timely data, with provisions for written appeals and formal hearings.

Creates the Available Care for Inpatient and Residential Mental Health or Substance Use Disorder Treatment Database Maintenance and Oversight Fund to receive penalty revenues and continuously appropriate those funds for administrative costs.

Requires stakeholder consultation including hospital associations, provider organizations, consumer advocates, and county behavioral health directors during database development.
