Requires the Department of Water Resources to update The California Water Plan by December 31, 2028, and every five years thereafter, with the next update due in 2033.

Expands the advisory committee membership to include tribes, labor representatives from building and construction trades, environmental justice interests, and environmental interests, in addition to existing agricultural and urban water suppliers.

Mandates the 2028 update include an interim planning target of 9,000,000 acre-feet of additional water, water conservation, or water storage capacity to be achieved by 2040 through new storage, conservation, stormwater capture, recycled water, or other supplies.

Requires the 2033 update to establish a new long-term water supply target for 2050 that considers identified and future water needs for all beneficial uses, ensures safe drinking water for all Californians, accounts for climate change impacts, and reflects statewide, regional, and local planning efforts.

Mandates plan updates include discussions of environmental needs, urban and agricultural water needs, estimated costs and benefits of recommended projects, and requires the department to conduct public workshops and report findings to the Legislature.
