Renames the Farm and Ranch Solid Waste Cleanup and Abatement Grant Program to the Farm, Ranch, and Public Lands Solid Waste Cleanup and Abatement Grant Program to include cleanup of illegally disposed solid waste on state and federal public lands.

Creates a new Public Lands Solid Waste Cleanup and Abatement Account in the General Fund to fund cleanup efforts on public lands owned by the state or federal government, separate from the existing Farm and Ranch account.

Maintains the Farm and Ranch Solid Waste Cleanup and Abatement Account for farm and ranch properties, funded from the Integrated Waste Management Fund, California Tire Recycling Management Fund, and California Used Oil Recycling Fund, with up to $1,000,000 annual transfers.

Authorizes grants up to $200,000 per year for any single public entity or Native American tribe, with individual projects capped at $50,000, and limits administrative costs to 7 percent of grant funds.

Requires the department to report annually to the Governor and Legislature on grant program actions, cleanup effectiveness, number of sites cleaned up by county, participant entities, waste types addressed, and reasons for application denials.
