Establishes the Older Adults and Adults with Disabilities Housing Stability Pilot Program, requiring the Department of Housing and Community Development to develop and administer competitive grants to nonprofit organizations, continuums of care, public housing authorities, and area agencies on aging in up to 5 geographic regions, effective January 1, 2025 upon appropriation.

Authorizes grant recipients to provide housing subsidies up to a department-established rent cap for eligible older adults (50+) and adults with disabilities who are experiencing homelessness or at risk of homelessness, with subsidies continuing until participants access longer-term assistance or no longer need support.

Allows grantees to use up to 15% of grant allocations for landlord recruitment, tenancy acquisition services, landlord incentives (holding fees, security deposits, repairs), and housing navigation and tenancy transition services.

Requires the department to prioritize communities with high rental cost burden among older adult renters, ensure at least 30% of funding serves people experiencing homelessness, and establish partnerships with public housing authorities to help participants transition to Housing Choice Vouchers or other federally subsidized housing.

Mandates oversight including regular reporting on participant demographics and housing retention rates, establishment of grievance processes for applicants denied subsidies, and an independent evaluation of program outcomes to be submitted to specified legislative committees.
