Removes the 10-day waiting period exemption for individual peace officers and instead exempts only firearms purchased directly by law enforcement agencies for exclusive agency use, requiring written authorization from the agency head.

Eliminates the roster exemption for sworn members of law enforcement agencies purchasing unsafe handguns in a personal capacity, restricting the exemption to purchases by the agencies themselves.

Requires law enforcement agencies possessing unsafe handguns to maintain records including manufacturer purchase records, invoices, and receipts for at least three years from purchase or receipt.

Authorizes the Department of Justice to conduct inspections of law enforcement agencies and licensed firearms dealers to ensure compliance with these provisions.

Requires law enforcement agencies to report any sale or transfer of unsafe handguns to the Department of Justice within 72 hours of the transaction.
