Establishes an Accountability Letter Bank (ALB) program allowing incarcerated persons to submit letters expressing accountability and remorse to victims, survivors, and next of kin who choose to receive them.

Requires ALB program facilitators to review all submitted letters to ensure they are not harmful before making them available to recipients via mail, email, or in-person/telephone reading.

Specifies that ALB participation is voluntary, letters are administered by community-based nonprofits, and letters cannot be included in incarcerated persons' files or considered in parole suitability decisions.

Establishes a Victim Offender Dialogue (VOD) program to provide voluntary restorative justice processes between victims, survivors, next of kin and incarcerated or paroled individuals, facilitated by nonprofit community-based restorative justice organizations.

Designates the Department of Corrections and Rehabilitation's Office of Victim and Survivor Rights and Services to administer and coordinate the VOD program.
