Authorizes California state preschool contractors to enroll eligible two-year-old children on a voluntary basis until July 1, 2027, with the Superintendent developing guidance for enrollment.

On July 1, 2027, prohibits contractors from serving two-year-old children unless they were already serving them before that date; contractors may continue serving previously enrolled two-year-olds under existing adjustment factors and rates.

Modifies adjustment factors for reimbursement to require a 1.8 factor for both two-year-old and three-year-old children, and ensures two-year-old rates are no less than rates for same-age children in general child care programs.

Establishes separate versions of Education Code sections (8205, 8207, 8208, 8210, 8211, 8244) effective before and after July 1, 2027 to accommodate the temporary two-year-old enrollment period.

Requires all children under four years of age to be served in licensed California state preschool program facilities and removes certain restrictions on where services may be provided.
