Requires the Mineta Transportation Institute at San Jose State University to conduct a comprehensive study on electric bicycles by January 1, 2026, in consultation with relevant stakeholders.

Study must examine injury and crash data, factors correlated with bicycle crashes, best practices for safe electric bicycle use, and safety impacts of components like brakes, tires, lights, and batteries.

Study shall review electric bicycle manufacturing data including market trends, sales patterns, and usage across California cities, plus policies from other states and countries promoting safe electric bicycle use.

Requires submission of findings report to the Legislature with recommendations for state policy changes, including potential Vehicle Code revisions and improved data collection methods.

Section automatically repeals on January 1, 2030, per Government Code Section 10231.5.
