Extends by 30 days the period for elections officials to complete signature verification for state, county, city, and special district initiative, referendum, and recall petitions when using random sampling methods, except when this extension would prevent a recall election from consolidating with a regularly scheduled election.

Requires city elections officials to post or publish election information no later than 3 days before the nomination paper deadline for municipal elections, including lists of open offices, whether incumbents received nomination papers, redistricting impacts, and where papers can be obtained and filed.

Repeals the requirement that ballots contain specified instructions for voters in presidential elections.

Provides that if the Commission on State Mandates determines the bill creates state-mandated costs for local agencies, reimbursement shall be made pursuant to existing statutory procedures.
