Requires the State Energy Resources Conservation and Development Commission to develop a Master Plan for Healthy, Sustainable, and Climate-Resilient Schools by March 31, 2025, or 15 months after appropriation, whichever is later.

Master plan must include assessments of a representative sample of California's public school buildings and grounds covering condition, climate vulnerability, greenhouse gas emissions, and mitigation potential.

Establishes a steering team led by the commission with representatives from the State Department of Education, Division of the State Architect, Office of Public School Construction, and Natural Resources Agency to coordinate planning and stakeholder engagement.

Master plan must define priorities, benchmarks, and milestones for health, resilience, and decarbonization of school campuses, with prioritization for schools in climate-vulnerable and economically disadvantaged communities.

Requires recommendations for school infrastructure spending, federal funding opportunities (Infrastructure Investment and Jobs Act and Inflation Reduction Act), technical assistance programs, workforce development, and alignment with California's carbon neutrality goal by 2045.
