Requires planning agencies to submit an electronic copy of their residential land inventory to the Department of Housing and Community Development for housing elements or amendments prepared or adopted on or after January 1, 2021.

Mandates planning agencies post the most recent version of the land inventory on their internet website when making draft revisions available for public comment, including a notice explaining how property owners and the public can request sites be added to the inventory.

Requires the Department of Housing and Community Development to establish a pilot program to develop methodologies for analyzing whether land inventories adequately accommodate a jurisdiction's regional housing need, using probability analysis and methods to estimate units under existing and potential policy changes.

Exempts the state from reimbursing local agencies for costs mandated by this act because local governments have authority to levy fees or assessments sufficient to pay for the program.
