Requires resource families to demonstrate ability and willingness to meet the needs of children regardless of sexual orientation, gender identity, or gender expression, and to obtain resources if difficulties arise around these issues.

Mandates counties ensure caregiver training supports children of all races, ethnic group identifications, ancestries, national origins, colors, religions, sexes, sexual orientations, gender identities, mental or physical disabilities, or HIV statuses in foster care.

Adds specialized training requirement on best practices for providing care to lesbian, gay, bisexual, and transgender children as part of the caregiver training curriculum.

Includes training on cultural competency and sensitivity relating to sexual orientation, gender identity and expression, and best practices for LGBTQ youth in foster care within the minimum 12-hour pre-approval caregiver training.

Provides no state reimbursement for costs imposed on local agencies, with exceptions only to the extent costs exceed funding already provided by the state under the 2011 Realignment Legislation.
