Authorizes neighborhood councils in cities with populations over 3,000,000 (Los Angeles) to conduct teleconferenced meetings without full in-person requirements, effective until January 1, 2026.

Requires city council authorization via resolution and two-thirds vote by the neighborhood council to use alternate teleconferencing provisions.

Mandates provision of call-in and internet-based options for public participation, real-time public comment opportunities, and at least one in-person meeting per year with a quorum present.

Requires publicly accessible physical locations during regular business hours (at city council member's office or alternative location) or reasonable accommodations for after-hours meetings.

Maintains requirement that at least a quorum of neighborhood council members participate from locations within city boundaries.
