Establishes the California Prison Redevelopment Commission under the Director of the Governor's Office of Business and Economic Development, consisting of 15 members including representatives from state departments, local officials, and public experts in economic development, real estate, labor, and criminal justice reform.

Requires the commission to prepare a report with recommendations for creative redevelopment of closed prison facilities into community assets, including timeframes, implementation guidance, and proposals tailored to local community needs.

Directs the commission to engage regional leaders and stakeholders, investigate clean energy opportunities, identify economic development tools to attract investment and job creation, and build economic opportunities based on community consensus.

Requires the commission to submit its report to the Legislature by August 1, 2024, detailing findings and recommendations.

The chapter remains in effect only until January 1, 2026, when it automatically repeals, and requirements are operative only upon legislative appropriation.
