Commission must issue a draft resolution by January 1, 2025 to award at least $1,000,000,000 in project funding from the Federal Funding Account and Broadband Infrastructure Grant Account

Commission must adopt updated rules by January 1, 2027 for both accounts to align project eligibility, applicant requirements, and eligible technologies unless prohibited by state or federal law

Deployment grant awardees (internet service providers receiving funding) must offer low-cost broadband service costing no more than $30 per month with minimum speeds of 100 Mbps downstream and 20 Mbps upstream in their project areas by January 1, 2026

Households in project areas must be allowed to switch to the low-cost broadband service option in the billing cycle immediately following enrollment

Requirements do not apply to applications submitted to the commission before January 1, 2025
