Replaces the term "nonclassroom-based instruction" with "flex-based instruction" throughout charter school funding and regulatory provisions, with "flex-based charter school" defined as a charter school receiving a state board funding determination under Section 47634.2.

Requires flex-based charter schools to meet existing regulations on flex-based instruction (independent study, home study, workstudy, and distance/computer-based education) as those regulations existed on December 31, 2023, rather than expanding the definition to include hybrid, career-focused, or other new instructional models.

Maintains the moratorium on approval of new flex-based charter schools from January 1, 2020, through January 1, 2025, with limited exceptions for existing schools required to change chartering authorities or comply with court orders.

Updates resource center and satellite facility provisions to allow flex-based charter schools without physical facilities to meet within the county where most enrolled pupils reside, with two-way teleconference locations at resource centers.

Makes conforming changes to independent study provisions in Sections 51744 and 51747 to reference flex-based instruction terminology and clarify applicability to charter schools.
