Redefines "certification" to include all valid and unexpired certificates issued by the Commission on Peace Officer Standards and Training, including basic, intermediate, advanced, supervisory, management, and executive certificates, plus proof of eligibility.

Allows the commission to suspend or revoke certification for serious misconduct and authorizes cancellation of certificates obtained through fraud or misrepresentation.

Permits the Peace Officer Standards Accountability Division to redact public records from board hearings, commission reviews, and administrative adjudications to protect ongoing investigations and prevent harm to victims or witnesses.

Authorizes the commission to withhold reported information from the subject officer if disclosure would jeopardize investigations or create risk of harm, and requires receiving agencies to keep such withheld information confidential.

Extends the commission's authority to suspend, revoke, or cancel any certificate or proof of eligibility that is invalid, inactive, expired, or canceled, including those fraudulently obtained.
