Amends Penal Code Section 1382 to add new "good cause" exceptions to speedy trial deadlines for felony cases (60 days) and misdemeanor cases (30-45 days).

Specifies that illness of a prosecutor or defense counsel qualifies as good cause if the anticipated recovery period is shorter than the time needed for a replacement to prepare for trial.

Establishes witness unavailability as good cause if the requesting party exercised diligence to obtain the witness's attendance.

Allows trial deadline extensions when a prosecutor, defense counsel, defendant, or witness is subject to quarantine preventing their attendance.

Permits extensions due to insufficient courtrooms, staff, or judges following a judicial emergency or when complying with state, local, or federal health official recommendations.
