Authorizes minors 15 years of age or older to consent to their own vision care if they are living separately from their parents or guardian and managing their own financial affairs.

Defines "vision care" as the diagnosis, prevention, treatment, and management of disorders, diseases, and dysfunctions of the visual system, and provision of habilitative or rehabilitative optometric services by a licensed optometrist.

Allows optometrists to advise a minor's parent or guardian of vision care given or needed, with or without the minor's consent, if the optometrist has reason to know the parent's or guardian's whereabouts.

Exempts parents and guardians from liability for vision care provided to a minor under these provisions.

Applies the same conditions and protections to vision care as existing law provides for medical and dental care.
