• Deletes provisions requiring failure of parents or legal guardians to participate regularly and make substantive progress in court-ordered treatment programs to be considered prima facie evidence of detriment at 6-month review hearings, 12-month permanency hearings, and subsequent permanency review hearings in juvenile dependency cases.

• Amends Sections 366.21, 366.22, and 366.25 of the Welfare and Institutions Code governing juvenile court review hearings for dependent children.

• Includes conditional operative language regarding Section 2.5 that coordinates with Assembly Bill 937 if both bills are enacted, with this bill's primary amendment (Section 2) not becoming operative if AB 937 is enacted first.
