Reduces notification deadline for prosecutors to inform crime victims and witnesses of case final disposition from 60 days to 30 days after disposition.

Requires all law enforcement agencies and public crime laboratories to create records in the SAFE-T database for all untested victim sexual assault kits by July 1, 2026, with separate tracking of untested suspect kits outside the database.

Defines a "tested" sexual assault kit as one that has undergone DNA quantitation and either shows insufficient DNA or continues through DNA typing if sufficient DNA is present.

Requires medical facilities and other non-law enforcement entities to report untested sexual assault kits to the Department of Justice by July 1, 2026, with the DOJ submitting a comprehensive audit report to the Legislature by July 1, 2027.

Allows sexual assault victims to request that their collected kit not be tested, exempting such kits from testing and related reporting requirements.
