Amends Health and Safety Code Section 37001 to expand exemptions from California's constitutional requirement for voter approval of low-rent housing projects.

Adds new exemption for developments using allocations of federal or state low-income housing tax credits from the California Tax Credit Allocation Committee.

Adds new exemption for developments using moneys from the Zenovich-Moscone-Chacon Housing and Home Finance Act and the Affordable Housing and Sustainable Communities Program.

Exempted developments no longer require majority voter approval before a public body can develop, construct, or acquire them.

Approved by Governor September 8, 2023 and filed with Secretary of State same date.
