Requires county child welfare services departments to immediately evaluate reports of child endangerment by abuse, neglect, or exploitation when the alleged perpetrator is responsible for the child's care.

Mandates departments to commence investigations of imminent risk cases within 2 hours and all other cases within 72 hours of receiving a report.

Requires an in-home visit no later than 72 hours after receiving a report to determine whether the child needs to be removed from the home during the investigation.

Requires investigations to be completed within 30 business days of the initial report, with investigators documenting their visits and initial observations.

Specifies that no state reimbursement is required for costs that fall within existing 2011 Realignment Legislation funding obligations.
