Requires the California Department of Corrections and Rehabilitation to maintain canteens at all active prison facilities for sale of toilet articles, candy, notions, and other sundries to incarcerated persons.

Limits canteen markups to a maximum of 35 percent above the price paid to vendors until January 1, 2028.

Requires biennial audits of canteen operations by the Department of Finance, with audit reports and statements of operations posted at canteens and available to incarcerated persons at prison libraries.

Effective January 1, 2028, returns pricing authority to the Secretary of Corrections to set prices that render each canteen self-supporting, replacing the temporary 35 percent markup cap.
