Mandates the city develop a capital improvements plan that includes two community meetings, city council approval, and department approval before improvements begin.

Requires all capital improvements to be completed within 3 years of Department of Parks and Recreation approval.

Makes legislative findings that the city has over 80 percent residents age 65 and older, experienced 5,762 fire authority incidents in 2022 with response time delays to western portions of the city.
